EuroGames OutReach Support Program
The aim of the Outreach Support Programme is having the most effective distribution of limited resources by reaching those who need it most during a specific EuroGames (EG). It is a ‘financial +’ programme: applicants who receive financial support also play a pivotal role in stimulating gay sports and creating more acceptances on local level.
Outreach matrix: what does it mean?
Outreach consists of different levels of support. The level depends on a score calculated with an open and transparent matrix tool. This matrix combines 4 crucial aspects, which are weighted on different scores (value 0 to 4):
1. Gross Domestic Product with Purchasing Power Parity (GDP PPP) per capita: to have an indication of the ‘standard of living’, the national GDP PPP is measured as percentage against the European Union GDP PPP (see Appendix A for 2010 figures). The country where the applicant mainly lives in the relevant EG-year is used, not the country in a passport or (second) residence in home country.
2. Personal annual gross income/salary: indicating the ‘private consumption level’.
3. Travel distance to destination country: from origin’s airport city to the destination city. This can be calculated via http://www.mapcrow.info/
4. Level of national LGBT rights and ‘gay acceptance’: relates to government recognition of LGBT rights. The level of acceptance is measured on 4 criteria:
- Recognition of same-sex relationships: yes/no
- Same-sex marriage accepted: yes/no
- Same-sex adoption accepted: yes/no
- Anti-gay discrimination banned: yes/no
Each ‘no’ = one level, with a maximum of 4 levels when all the above is not applicable. Data published by ILGA (www.ilga.org) is leading: see Appendix B.
The position of each applicant will be weighted according to the matrix below:
